The status of the "change request" when it goes to the approver is important. In MDGIMG, go to General Settings --> Process Modeling --> Change Requests --> Edit Statuses of Change Requests. Pay attention to the last column: Permitted Processing. If the status has a permitted processing value of L (Change of Object List), then the change request will only allow header changes. If the status permitted processing value is O (Execution of Changes), then all the fields are enabled for editing.
