Show-cause Notice and Suspension Action

Dear Experts,

Hello to all. I have a couple of questions.

1) Our client says that before Suspension Action is executed, an employee's Show-cause Notice need to be generated, without which, an employee can't     be suspended. How do i do it ?

2) And he has to be paid 50% of his gross salary during the period of suspension. How can i do that setting ?
