Hi Prakash,
The problem might be in the T-Code some of the values are going to be maintained as default in the configuration level but when you are executing it from BAPI, you should pass those default values too to work the bapi properly.
I would suggest you to like put a break point at where ever they are calling this message using where use list from se91 and execute the bapi, So that atleast you come to know what parameter has missed out.
