Hi Jessie,
In my opinion there is no need to close plants with inactive CCS.
Just activate them in config, calculate standard cost estimate for materials which were not active for actual CCS with costing date from = beginning of the month when you want to implement the change.
On the first date of the month release standard cost (before any material movements) and update Actual CCS with Standard CCS.
