In addition to Mike's recommendation, also check below steps:
- Run reports /UI2/CHIP_SYNCHRONIZE_CACHE and /UI2/DELETE_CACHE_AFTER_IMPORT as described in note 1942166
- Check following profile parameters are set:
login/create_sso2_ticket 2
login/accept_sso2_ticket 1
- Clear browser cache and try
