there is a solution available through customizing, as delivered by SAP consulting services at a cost.
it delivers a framework to store business comments into SAP Business Warehouse (BW), and to save and retrieve them from within the SAP BO 4.x Tools.
you should contact you account manager or service TQM and enquire about the above. (refer them to this thread, ask them to contact me etc)
