As per my understanding yes, there is no way that we can control the restriction on the Data change in the Account header level, using Access Management.
However you can disable the required fields once you remove the Prospect flag using SDK.
We have requirement like Account comes from ECC than disable some header level fields and we have completed using SDK development.
