Try this:

1. Go to C:\Program Files (x86)\SAP\SAP Business One\Conf

2. Open b1-local-machine.xml and check the following code in bold, if it is "localhost", change it to the IP of your license server

              <leaf kind="single" name="LicenseServer" type="String">

                     <value>localhost:30000</value>

              </leaf>

3. Do the same with C:\Program Files (x86)\SAP\SAP Business One DI API\Conf
