Check  mentioned programs ,if it is first time activation

1. Run Program RGZZGLUX ( Need to activate FM tables)
2. Run transaction code GLPLINSTALL ( Need to activate summary table
3. Check standard customization settings for availability control ( FMAVCCUSTDEF)
4. FMAVCREINIT - Tools -> Availability Control -> Reconstruct
5. FMAVCCUST01 - Tools -> Availability Control -> Monitor Availability Control
