Your approach is correct. You needed to do as you did in #2....but now it actually is trying to run the process and you are not authorized. You need to make sure security is set up correctly for that user(s). There are many auth. objects involved both for simply running the HCM P&F "framework" and reading/writing form data to/from Case Management.
