I expect if the end of fin.year for tax is March each year, you'd not be able to include May results in the Form 16. It should be the same as in Australian payroll.
You can check with SAP with an OSS message.
If you can put back the pay roll area's control record back to March 2015, then you shold be able to run adhoc payroll & Form 16 report.
