AS per your code ,user not having cost center authorization ,that you are using in PR.
Either create new session and run SU53 or in same screen run tocode /nsu53. You will get missing authorization screen .Send that screen to your BASIS administrator. he will givE you rights for missing object.
Object related to cost centers are as below...I think in one og object you have missing authorization...
