I dont think that it can be resolved by writing a PCR.
But I sure temporarily you can resolve this issue.
In infotype 0003 you have fields make sure all are empty and fill Accounted upto date with your latest previous period end date.
By the above we can prevent system not to go for retro.
So temporarily this can be resolved.
