Ah good... 1904 is an error being returned by MSIExec. If you look that up it usually indicates a missing dependency.
It should all be there though, CR's MSI includes everything so it could be a permission problem.
Make sure you are logged in as local PC administrator when installing the runtime. If the users are not or do not have that ability then talk to their IT department, they can use a Windows Service that can push out software with Admin rights.
