Both notes you mentioned were written for BC-SYB-ASE component: SAP ASE for customer applications (non-Business Suite). They don't apply to SAP ASE for Business Suite.
Monitoring with transaction RZ20 (CCMS) has not been implemented for SAP ASE.
The reason given few years ago was that most monitoring tasks are covered by DBA Cockpit and for alerting the Solution Manager offers the "E2E-Alerting", which it is considered the successor of the RZ20.
Unfortunately I'm not very familiar with E2E, you may want to consult in SAP Solution Manager space about email alerts.
