Who's the one doing the flat file? Can't you ask them to change the output file in the format of HH:MM:SS?

OR

You should have a temporary object which will get the records in the TIME column (don't use yet the object with TIMS type) like the CHAR 10 (you can also use CHAR 8) suggested by Vijayendra..After which, do the coding in the field routine using your codes above..
