I would just say that *IF* they are that concerned about an incorrect effective date being entered, then they should have at least one approval step as a "sanity check" before the actual update is done. Then the problem is addressed....not to mention, they an also begin tracking how OFTEN this actually happens and WHO is doing it in order to provide that person(s) better training.
