As pointed by Masa, it is correct and this is standard behavior. If some tile is not visible on some device type, please look into the release note of the same application and you will find out the supported device type.
For example if we look into the release note of application Manage Vendor Line Items
2058366 - Release Information Note for the Manage Vendor Line Items Fiori Application
we can see that is is mentioned as
"1. This app is released for OS Type Desktop only. OS Type desktop is defined in SAP Note 1935915. Other OS Types like for example phone or tablet are not supported."
P.S. no need to clear the cache using all the steps as mentioned by me in above post in this case.
