Set Up Stock Transfer Between Storage Locations of the different plants

Business Requirement:

Defining issuing storage location in stock transport order for transferring material between two plants.

To fulfill this requirement I am exploring standard SAP functionality "Set up Stock Transfer Between Storage Locations" via the following IMG path:

SAP Customizing Implementation Guide -> Materials Management -> Purchasing -> Setup Stock Transport Order -> Set up Stock Transfer Between Storage Locations

Questions:

1. Can this be used for transferring materials between storage locations belonging to two different plants?
2. Can this functionality be turned on by plants?
3. Can we have this functionality as an option feature after activation?
4. What all the changes do we expect to standard SAP Purchase Order views on activiting this functionality?

Any suggestions/experience/documentation with regard to this requirement would be highly appreciated.
