Your query is conflicting somehow.
One hand you are saying all quotas should be used during the calendar year and other hand you are saying quota carry forward of 1, 10 or 4 days based upon category of employee's.
If you are going with 1:1.5 ratio then whatever remaining balance will be left that will go to next calendar year carry forward. So we can not exhaust the amount since it's not multiplying by 1.5.
So think once again.
