fi you go by Standard SAP, the points which you have mentioned. Shipping point + departure Zone + Shipping condition + Trsn Grp + Transp Zone together determine a single ROUTE.
So, its not possible by standard SAP Route Determination Process.
As Dogboy Suggested, Weight Grp is another parameter used... You can check this in TROLZ table.
Can you explain the scenario, why you want different Routes for exactly same master data.
You can use USerexit : Move_field_to_VBKD to overwrite the determined Route on the basis of Ship to party,
Maintain a Ztable with all ship to party and desired Routes and while Sales Order Save, you can overwrite existing route.
but its not advisable as, once the Route is changed, all the dates ( GI date etc) are redetermined.
Still you can give it a try.
