Have you check the below note.

1872990 - various error messages related to incorrect resolution of localhost

1791730 - Error in "installing java engine": FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

Use the below command if you think there is no network issue.

Is the actual system up and running? What do you see in the work directory logs of the shadow system.

Can you please post the latest logs.
