For sometimes the file is not generated, please check the Note no. : 1541711 and 1086776.
As other experts mentioned, it is better to upgrade the COPY of the database to a higher patch or Version and check the results. Without upgrading the database COPY it would be possible to determine whether the issue is further happening or not and the fix is working fine for you.
