Why don't you try this method.
Go to VA21 and give all the inputs that you have given in BAPI and try creating Quotation, check whether system allows you to create.
Do check on the incomplete log, if there any error persists. Because at times system may allow us to create in VA21 even with some errors.
Just try this and see if you can get any clue. Do let us know on the proceedings.
