B1 OEM Licensing problem

Hello,

I have problem with licensing B1 OEM. I've created test license and downloaded license file (showed in 1st picture). I imported it with Service Manager but I am unable to change license in B1 (picture 2). Button "Change" is disabled.

Everything goes well if I create license file under VAR demo installation number (picture 3.
