For inspector qualificaiton you have to integrate with the HR module. At least that is my understanding.
I would try this:
The main thing is to use is method via an enhancment so that when the results are saved a check is performed. The check would check the qualification required in the MIC field, against the user's qualification or job title. if the check fails, the results aren't allowed to be saved and you give the user an appropriate error message.
You can store the user's job title in "Function" which is stored in the user's profile (System-->User Profile-->Own data). This may already be maintained in your organization. If not, it can be. Then it can be locked from allowing the users to change.
You could also use a Z-table to store a user's qualifications.
