You may check whether you can control the movement type usage by authorization. If its not possible in your business, as already suggested, you need to check the feasibility of development.
If you are going for development, you may check the below options:
1. Create a Ztable with material doc number and release status (can be check box)
2. Create a custom screen with a release button, where user (supervisor) can enter the 103 material document number and click on the release button.
3. Once the user click on the release button and save, the material document number along with the release status (can be check box) should update in the ztable.
4. Use the BAdI: MB_MIGO_BADI to check the release status in ztable when the "Release GR blocked stock" option is used in MIGO and issue message accordingly (error or warning).
