Version 13.x is from SAP Crystal Reports, Developer Version for Visual Studio .NET, which you downloaded from here:

Version 14.x is from BI Platform which you installed as part of your BI suite install.
You need to decide which version you want to use. If you will be using Enterprise APIs, use version 14.

Database Vendor Code errors are passed directly from the DB client through the report engine - unmodified. E.g.; look at your database documentation for the error. You may also want to google for the error.
Finally, seeing as you have version 14 assemblies and thus you have SAP BusinessObjects BI Platform 4.x, you also have support included in your contract. You may want to consider creating a phone incident.
