HI John,
You are facing a common error. Below are the reasons for it :
- Either the space on the drive is not sufficient.
- Install Cache / Manifest File is corrupted or missing.
- You don't have sufficient rights.
The best to check what is creating the issue is by opening the LOG file for the setupengine.log present in installdata folder of BI.

As per my view Either the Install Data is corrupted or rights issue.
