Yes, you can promote the content from BI 4.1 to BI 4.2. In that scenario you need to use the promotion management of BI 4.2.

If you wanted to promote some content then you have to use Promotion Management (GUI)

If you wanted to promote large content then you have to use LCM_CLI.bat (Command Line) Check : How to promote all content from SAP BI 4.x to SAP BI 4.x using LCM_CLI.bat (Command Line Tool) using Live to Live method.
